Mr. Harper is an associate with the firm’s Energy Practice Group. He focuses his practice on all areas of energy law, including electric power markets, transmission rates and regulation, nuclear energy licensing and power regulation.

Prior to joining the firm, Mr. Harper was an attorney in the General Counsel’s Office, New Reactor division of the U.S. Nuclear Regulatory Commission, where he represented the NRC staff in the licensing of new nuclear power plants in the United States.

  • South Texas Project Combined License proceeding -Analyzed applicant’s ownership structure and financial agreements; primarily responsible for testimony and witness preparation for hearing on foreign ownership issue*

  • Provided analysis of the National Environmental Policy Actand the Clean Water Act Least Environmentally Damaging Practicable Alternativeissue and led interactions with the US Army Corps of Engineers*

  • Counseled NRC staff in development of mediation agreements with licensees in Enforcement matters*
